Conclusion.

For the reasons stated above and in the light of

the facts quoted, we beg to submit that the Report of the

Salaries Commission 1928, should not be adopted but that

a further Gommission should be appointed, charged with the

duty of enquiring into the growing numbers and cost of the

Government's personnel with a view to effecting reform

and retrenchment. It is our unanimous opinion that it

would be unfair to increase taxation to provide the cost

of increased salaries before every effort has been made

to effect economies.
